Option to send "All Sounds Off" on stop

Sometimes the "Flush FX on stop" feature doesn't work on certain VSTis. As a workaround I think it could be useful to add "All Sounds Off" as a command that can be sent on playback stop to all VST instruments, similar to how Reaper already supports sending "All Notes Off."

Specifically I am running into issues with Komplete Kontrol + Kontakt. When I am using Kontakt on it's own, "Flux FX on Stop" does exactly what I need. But if I am using it in Komplete Kontrol it doesn't stop/flush the audio on stop. If I manually insert a MIDI Event for CC #120 "All Sounds Off" that seems to do the trick. But I can't figure out a way to do that globally to all VSTis whenever I stop playback, using the currently available options in Reaper.
