It all depends of the transparency of the graphic area used to display the track color.
In example, and using the default theme, we see that the index area of a tcp panel is colored exactly as set in the color window. Now let's take a look at the tcp_bg.png file of the default theme, which defines the way a tcp panel will appear : the right side of it is fully transparent as well as the tcp_idxbg.png, also used in this area for the display of the track index : both are set at full tranparency (opacity = 0) and this is what allows a true coloring of the involved area.
In the same tcp_bg.png, we can see the left side of the image with an opacity of about 180/256 : it explains the 'watered down' coloring of most of the tcp panel.
So, the less the transparency is, the more the color will appear as dimmed : it's mainly a graphical work done by the themer, especially with the Reaper 5 theming implementation.
