i don't know what reaper is zooming in with : "MIDI CC relative/mousewheel"
when i use "View: Zoom horizontally (MIDI CC relative/mousewheel)" i focus on a place in the project, per example "beat 4". At this point i consider "Beat 4" the main thing i am zooming in and out, i want to keep it there.
but after using the modifier "beat 4" starts shacking , shifting, disappearing from my sight..
"beat 4" should be kept as much as possible (if not always) in the same position, so i don't have to search where i was trying to keep focused, i zooomed in that position for a reason.
In this example i want to focus on beat 4, i keep pressed CMD and mousewheeled up or down several times , but this beat 4 is always changing place:

Not at Reaper but from a quick look it seems you have the zoom center set to mouse cursor but you want it set to edit cursor. There is a preference for that somewhere.
Fun fact, back in the days I was using Logic and got frustrated with it always zooming to the edit cursor instead of the mouse cursor (so I actually like that behavior that annoys you). Being able to set up all these small workflow preferences to personal taste is what made me move to Reaper.

No no I don’t want edit cursor. I want where my mouse is pointing at when mousewheeling. I placed edit cursor just to mark beat 4.
Also same with tracks: i mouse over a specific track I zoom and the track just goes away.

^that is what i have been using.
but the result is what you can see in the GIF, beat 4 goes away. Maybe is a problem with my mouse?

I don't think its a problem with the mouse
I'm guessing the problem is only near the start of the project, where the zoom can't be centered, right?
If you moved everything in your project to start at bar 11 instead of 1, then zoomed in the same way to bar 14 you wouldn't see this problem, correct?

nope i have this problem everywhere:
the beat where i am pointing always move slightly.
My computer is having humidity issues , this can be a problem only on me.

Looks like it's zooming exactly to where your mouse is. When zooming over such large distances, one pixel off becomes half the screen off.

Looks like that’s what’s happening. So would rather be a feature request to snap horizontal zoom at mouse cursor to the grid.

But where I am pointing at should stay exactly in the same position. That does not seem to happen. But maybe you are right.
