Default FX chain pasted after unfreezing - bug or user error?

Sorry for the vague report, but I keep seeing this issue where (eg. right now after unfreezing a track) another track's entire FX chain is getting pasted at the end of an unrelated track's chain (in this case on the unfrozen track).

I'm not sure if it's always after unfreezing, or if it's user error somehow, but I have hit this several times now and it does seem like a bug. Is anybody else seeing this?

It's also possible this is an action-related (or maybe specifically SWS-action related) problem as I use my own actions for (un)freezing tracks (they set things like track colours etc), will investigate ...

These are my custom actions. They hide any children (ie. if a folder is getting frozen), and change the track colour to indicate the frozen status:
