Default Crackles & Stuttering with 64GB RAM???

Can someone please help out with Buffering Settings and ADVANCE I/O DISK Settings?

Crackles and Stuttering (especially when stopping and starting playback) even if just playing wav files, all rendered with the same sample rate and bit rate as project, without any FX!

Problem began relatively recently.

My Windows install is on an Intel Optane H10 with 512GB SSD & 32GB Optane Memory connected to an M.2 2280 M-Key slot. My Project and all of the wav files are on a second internal SSD also connected through an M.2 2280 M-Key (I also tried saving the project and all of its wav files onto the SSD part of the Optane with same results.

Sample library for MIDI is on an external SSD connected through a USBc to USBc 3.2 gen. Processor is an octa-core I-7 10th gen 10700. 32GB DDR-4 Samsung RAM installed as 2 16GB sticks (both same model and speed).
Audio Interface Focusrite Scarlett Solo 3rd Gen with inputs disabled (only use sample library).

All drivers are up to date. Motherboard can handle what's connected and then some. No bottlenecking issues. All hardware is compatible and running without issue. External SSD is set to "better performance." Advance System Settings favor Background Process. Wifi turned off while using reaper as is Windows Defender.

I honestly don't think I should be having any audio issues, especially since I've already rendered all of the MIDI tracks to WAV files. I reset all of the buffering settings to their default.

FWIW, I've solved the same in a project which was exhibiting latency and crackling when I started recording - no stems, just a lot of MIDI, FX and Vstis - by disabling ReaVerb in impulse response mode. Edit: Read OP again, you got no FX.

HTH.

I read your whole post, but I didn't see any mention of an audio interface or ASIO drivers.

Do you have one, and is it running native ASIO drivers?

Even a cheap 50 bucks Behringer would do a million times better than the crap that comes baked in computers.

Check this: https://www.youtube.com/watch?v=8z-07hWqBmc

In my experience it is best to leave Read-ahead buffer arround default 200ms. On my machine 100ms can cause dropouts, and above 200ms is tricky because cpu goes through the roof quickly, 500ms can already be too much.
