Steady loudness while balancing faders?

for quite some time I've been thinking about how useful it would be if there was a way for the summed output level of let's say two tracks to remain constant whilst changing the fader balance of the two.
For example,
If two tracks (A & B) summed at a given time read -18 RMS and you increase fader A you'll obviously change the balance of the two signals but also increase RMS.
Or let's assume you decrease the level of fader A by 5db and increase B by 5db. What you get is still not the same loudness.
So my question is if there's some workflow or tool (plugin) that would keep the RMS (or peak) at a constant level based on the envelope of the signals that are being worked on?
What I've tried are gain levelers that try to keep the level at a constant RMS value. This however is not as useful, in my application. What I mean by this is let's say you want to balance snare top with snare bottom while keeping the summed level constant. Using a gain rider to level to -18 RMS will increase the tail of the snare signal riding up the noise floor in an undesireable way.
That's why I think the level should ideally be ridden according to the signals envelope (if that makes sense).
Has anybody an idea if something like this can be achieved, i.e. keeping loudness constant but changing the volume fader balance between tracks?
