The BPM indicator is there in all transport layouts. You need to ensure your display is large enough that the indicator appears, and that the option to show it is enabled by right clicking on the transport and selecting "show time signature". In this case, time signature and BPM are linked.

This is by design, because I wanted to prioritize the visual representation of information over the visual representation of the control itself. Once a user has become familiar with Reaper, he/she will know where the volume knob is, and showing it is somewhat redundant. Instead, the volume knob is only visible when there has been a change in the volume of that item, allowing you to quickly see whether there has been a change or not, even if the change is very slight.
I can see how this may not be optimum, there are probably better ways to accomplish the same thing that don't make the control nearly invisible. Something for a future update. Speaking of which, I haven't had much time to devote to maintaining the theme lately so I apologize if I haven't replied to your posts here. I do appreciate the feedback.
