Default Changing Midi playback rate of full file

When I attempt to change the playback rate of my entire midi file using
the 'playback rate' scroller on the bottom, the rate only changes for a part of the midi track. (I guess because there are tempo changes within the track) How do I use the playback rate changer on the entire track?

You don't use that slider. Instead, right-click the clip, select "Item properties" and set the Playback rate there

This option offers a different problem - if i slow it down it cuts off part of the track, if i speed it up, it does so, but adds an additional copy of the track - as if its attempting to keep the track the same amount of time.
How can I make it change the time along with the playback rate?

Yes, as you change the Item Rate the length of the clip will change. To get the whole clip, and nothing but the clip, hover over the right-hand edge, click and drag it left/right until you see the indents indicating the "end" of the MIDI clip.

The green clips are the originals, the clips on the right-hand side are after I have dragged the edge of the clips.

Thank you for your reply,
Is there no way to make it avoid preserving the time so I would not have to drag?
I have to do this with nearly 5000 files
