FR: Change position of ADD/REMOVE buttons in FX dialogue

I cannot be the only person who gets frustrated by the way the ADD/REMOVE buttons jump all over the place when you switch between loaded effects.
My suggestion is to create some space in between the menu (FX, Edit, Options), and the sub-window which shows loaded effects. Put the ADD/REMOVE buttons there instead.
You could then put the CPU load info on the same line, to the right of the two aforementioned buttons.
Then, the area below the buttons can change with each displayed plugin, but the buttons will remain in a consistent position. Voila!

Not sure when it was added (or if its what you want) but in v6.13 (and past few updates) they added an option,
Preferences > Plug-ins > [x]Show FX chain buttons above FX list

This is an ancient post, but I just figured you can just double click in the empty space below your fx chain to open the FX select window.
