Default GLoop - MIDI toggle with single note - howto?

I'm trying to use the Midi Toggle function in reaper to control GLoop.

I have a MIDI keyboard attached. I click the "Record/OverDub", then in Reaper, Param > Learn, press my Keyboard button, it shows in the field, then I set CC mode as Toggle.

Problem is, it takes 2 presses on the key to trigger the param change. I'm guessing because it sends velocity 127 both times, but I'm not sure (i'm a bit green when it comes to MIDI). Is there an easy way to change the MIDI toggle behavior to whenever the note is pressed, not based on the velocity?

I'm sure this is easy to answer, sorry for the newb question.

Well, I ended up having to go the manual route of setting my MIDI controller as the input record device on the track, then using individual notes to trigger it in GLoop (as it has its own "triggers" area).

Strange to me that GLoop's internal triggers will fire on every press, when learning the supposed same events via Reaper's 'Learn' function needs to press twice (although the button graphic actually changes on every click). It seems GLoop is most likely the culprit, and this workaround is sufficient.
