Default Problem with (my own) foreign project importer. On which side is the bug? (FIXED)

UPDATE: fixed in Reaper 5.75
I try to write my own foreign project importer plug-in (ReaCWP). Everything is smooth so far, till one annoying detail:
in case something is set as a template in Reaper project settings, so when new project is created it is based on this template, the import does not work. New project is created instead (using specified template).

What I have already checked:
1) if default template for new project is NOT specified, everything works as expected. Imported material is used.
2) there are no errors or other dialogs (as in case I do something fishy in importer)
3) I first see that tracks appear, but then imported content is immediately replaced by the template
4) that is not in format of what I output: I tested re-printing created by Reaper file, the same behavior.

So it looks like a bug in Reaper for me (since I do not observe many third party importers, I guess there are not many users/testers which check...)
But I have decided to ask here and not in bug reporting board, since the topic is quite specific.

Observed with Reaper 5.70 32bit running under Wine. I am going to check 64bit on normal Windows tomorrow...

I'm getting the same results with ReaCWP under Reaper 5.70. It seems to work pretty well if I enter nothing into the default template option, otherwise I briefly see the imported tracks then they disappear.

azslow3, thanks for your work on this!
