Default [Solved] Video Window Appears Black (Portable Install Works)

***Update - ive managed to narrow this down to something in the REAPER.ini file
line 234 under the [reaper] section
video_colorspace=1235

I deleted this line and the video shows now

64 bit reaper, 64 bit VLC 3
Portable Install video is working, same settings as main install
video on my main install was working up until yesterday
(video processor text overlay not appearing as well)
problem persists after restarting

all i see is a black screen on the video window regardless of any settings I mess with.

I've never experienced this one before, would anyone happen to have insight?

ffmpeg-20190211-6174686-win64-static

ran ffmpeg.exe from the bin folder here, about all I can think of that changed.
