Default How to position an item anchored to top and bottom, but with fixed margins?

As an example, I always want the mcp.meter to be 100px from the top, and 50px from the bottom. See the attached image if it's not clear what I mean.

I've checked the WALTER reference but it's not clear how I can do this.

As an aside: I come from a web development background, so I know how to pull something like this off in HTML + CSS. Wouldn't it be great if reaper themes could be written using CSS? Reaper theme development would become more accessible if this were possible.

EDIT: I shouldn't have called it an "item", I'm not talking about Media Items here, "UI element" was perhaps a better term.
