Actions for arming custom toolbar?

is it possible to assign keyboard shortcuts for arming and un-arming the custom toolbar?
like when i hit shift+s, for example custom toolbar 14 (split item under mouse cursor) gets armed.
when hitting shift+s again, it gets un-armed.
this would prevent us from moving the mouse to the toolbar everytime.
the floating toolbar is nice, but shortcuts would be even better!

That would be very cool, with a possibility to assign a custom
mouse cursor for each custom armed action
