Default Windows re-installation and MIDI device IDs

So, I re-installed Windows and when opening old projects, Reaper does not assign the MIDI devices correctly (displaying "HW out?" in the mixer). I guess this is due to the fact, that Reaper checks for the ID and not for the MIDI device name. Is there a specific workflow to avoid this?

I already copied my old reaper-midihw.ini over to the new installation but Reaper changes that file on load.

I don't know if this is it, but... there is a well-known issue with W10 build 1903 and MIDI devices. MS changed the way MIDI is set up in the registry which breaks many drivers. Just google "W10 1903 MIDI" or similar.
