Have you already tried how the built-in item rate "envelope" in Reaper works?
Anyway, if you are on a compatible Windows system (Windows 7 or newer), you can try the extension plugin I did :

I rarely call anything "finished", but the plugin should work satisfactorily for what it was designed to do. (Which might not be at all how you want the pitch bending to work, of course. It doesn't provide a rate envelope for items as such, but can process the selected item offline via a dialog window.)

here is how reaper's pitch sounds like when making a simple Saw pitch lift by 24 semitons (check before and after...)
download "saw pitching.rar" (2 mp3s inside)

with a "resample pitch" it would sound smooth and simple like using a pitch bend///

That is not the item rate envelope that was added at some point into Reaper. It's a different feature that was built on top of the stretch markers. (And allows to do rate changes via resampling. However, the "envelope" is quite tricky to use as desired.)

yea, sticky tricky indeed. not so user friendly, but maybe it is just me.
however, your extension is just great!
wish it was built in reaper so I could use the envelope on the item in the arrangement itself.

ReaPitch doesn't do resampled pitch changing. (Because it's a VST plugin, it really couldn't do that anyway in any convenient to use manner.)

It sounds and works different. (Or "better", for some purposes.)
edit : It is the "classic sampler" sound, where both the pitch and speed change simultaneously.

No time "compensation", rather. The pitch and speed of the audio always change together with resampled pitch bending. (Higher pitch makes the audio faster, lower pitch makes the audio slower.) That is an effect that is often desired and can't really be achieved with a normal plugin effect. It needs to be an offline process and/or built into the DAW application itself, so that it can access the audio material with arbitrary speed/direction.
