How do I change alt/option+click and shift+click shortcuts?

I'm trying to change the alt/option+click and shift+click shortcuts. Basically I want to delete the "Remove FX" shortcut altogether and put the "Bypass/Enable FX" shortcut in its place.

I've searched in the mouse modifiers menu several times but didn't find them, although I did find similar cases where alt/option+click is used to delete something like a midi note, etc, which made me think I was looking in the right place. I went through every context list, with "left click" always selected.

I also couldn't find anything of the sort in the actions list.

Anyone know how to do this?
