ReaControlMidi: checkbox to send bank/program change on play

Ever open a project and whoops, every patch is set to Acoustic Piano 1? ReaControlMidi is a great convenience, but it only sends bank/program change messages when the values change or enable/disable. If it had an option to send a program change message with the selected patch on play, it would be way more consistent, and much more convenient than the existing workarounds (automating program change on every track, or diving into MIDI events manually in the piano roll).

There’s already a checkbox to send a Sysex on play, so this checkbox could go right below that one, and follow the same logic. I’ve seen this issue come up several times in this forum and others, so I know it would help people out - for most use cases the lack of this option is a weird gotcha.
