online API doc: put note there that it's outdated (DONE)

Just a recent example (I can remember others from the past) that people aren't aware that https://www.reaper.fm/sdk/reascript/reascripthelp.html is apparently outdated/no longer maintained:

So I'd suggest putting a note about it there (if so) and that running 'ReaScript: Open ReaScript documentation (html)...' is preferred.

So this kinda gives it away it's (potentially) outdated, but it's very easy to miss imo.
