Default Cannot get rid of VST effect

Hello, I am using a Mac mini, all updated with up to date Reaper. I have been using Reaper for three years now and know it fairly well. Yesterday I attempted to record some guitar via a R24. On the track I added some delay, didn't like it, and deleted the VST from the track. Now, everytime I open a new project, that effect is on EVERY TRACK. Also for old projects. The delay effect is on the master, BUT DOES NOT SHOW UP IN ANY LIST. It is not on the track with the other vst's. There is no visual VST to delete. I have uninstalled and reinstalled the program to no avail. I cannot see the VST to delete but it is everywhere.
REcap:
1. Added vst to track
2. Deleted vst from track
3. vst still on track and all new and old tracks opened/created
4. uninstalled reaper and it did not help
5. restarted computer and it did not help
6. vst shows up nowhere visually to delete it. it is a ghost.
Any help with this would be greatly appreciated. I really love Reaper but will have to go with another program if I cant get this fixed.

Perhaps it's in the monitoring FX chain? View > Monitoring FX

Thanks I'll give it a try. I see it effects all projects when opened! That's new news to me:0
