There could be a problem with your sound card or drivers, or your REAPER audio device settings.
Can you play, say, audio in Windows Media Player (or similar)? If not, the issue is probably with sound card, you could try reinstalling or updating drivers.
If other sound programs sound OK, Check your audio device settings.
Another possibility is that some other app is running in the background that has grabbed control of the drivers.
