This is not exactly what I'm talking about. In this case, you would only be able to see velocities in the velocity lane for the notes that are within the pitch cursor (and therefore only able to edit them). Unless you also select notes in other pitches, in which case, you would only be able to see the velocities in those pitches.
You can see exactly what I mean in
this video. Notice that when he paints in the other elements, the velocity lane changes accordingly.
