Strange CC message disruption with Blue Arp

Hello,

I don't know it's a REAPER issue or what, but something is working wrong with Blue Arp as far as CC messages are concerned...

Completely reproducible with Blue Arp 2.3.8 VST 3 and REAPER Windows x64 on Windows.
Everything seems to work ok until Blue Arp is enabled (even disabling JS MIDI Arp in the example project)

Further tests seem to point to Blue Arp VST3 only to be the culprit, but I wonder if it's something that can relate somehow to REAPER VST3 integration...
