Default PLUG_LATENCY?

Are the define PLUG_LATENCY from resource.h telling the host what latency the plugin has.

Is it expecting the number of samples as value?

Yes.
Code:
#define PLUG_LATENCY 767
means 767 samples latency generated by the plug.
