Default Bass Preamp VST Help needed please

I am really green at all of this and I am trying to install Ronald Passion Bass Preamp V.1.
I downloaded the file:
Moved it to my VST Plugin folder
Went to Preferences - Plug ins - VST Edit - Add - Apply - OK
Rebooted my computer and it doesn't show up in my FX options

I tried the same thing with Ignite Amps SHB-1 and it pulls up when I select it in My FX but none of the controls do anything.

Any help with this would be greatly appreciated.
Thanks,
R

When you say you added it to your Plugin folder do you mean the folder listed in "Options/show Reaper resource path" or the one listed in "Preferences/Plugins/VST"?
The first one is meant for native Reaper plugins only. The latter is what you want.
I just make a folder called 3rd Party Plugins and point it to there.

it downloads as a .zip file
did you unzip it ?

If yes ... you should get a folder called BASS PREAMP

in that will be a PDF, and the .dll file

put that folder into your VST plugins folder... <--- the one you have told reaper to see in the pref's for VST
