Default OBS and Reaper, control surfaces not working

Hello everyone, I have had this issue some time and not sure what to do. I use OBS to capture video and screen capture. I like to sometimes capture live recordings or mixing sessions.

Whenever I start OBS, AND I'm using Reaper, my control surfaces lose functionality. I have (2) 8-fader devices with transport, (2) Xtouch Minis, a C4, an MPC pad controller, a midi keyboard, and other stuff. Everything is USB except the C4. I will lose transport controls, or the Xtouch mini buttons stop working, or the meters stop working. It isn't usually the same thing, but for sure something or many things stop working. When I close OBS and restart Reaper, everything works again.

I have upgraded my USB hub in which all periphs are plugged (I had daisy chained a few 3/4 port devices before) with no luck. It also happens whether I'm using USB cameras or only capturing the desktop.

All of my USB power settings are set to be always on, never to power off.

Anyone experience this, have any insight? Is there a limit to how many USB devices I can run at once? Including the cameras, audio interface, keyboard, mouse...I'm probably at about 15 devices. It's not the end of the world but it sure is messing up my ability to capture these sessions and still work a good session.
