For a modern theme, don't remove the 'Version 5' or higher or mess with the tinttcp setting. As I mentioned in the first post and as can be seen in the pictures, this behavior happens with the regular and untouched Default6Theme.
Answer to your first question: No, not at all!
No modification to the DefaultTheme. Nothings changed.
So it's not a theming problem!
Answer to your second question: Well, while I have real fun with studying certain corners of reapers great possiblities of configurations, I couldn't see much weirdness in the behavior. Maybe sometimes something works against each other, but I think flexibility is in general an idea about Reaper.
So no, I can't follow what you mean and have to rely on my first answer:

It all belongs to the preference:
ReaperPreferences/Appearance/Media- "Draw labels over solid background for easier reading".
Again, as you can see in the pictures from my second post, the grayed-out tint strength settings still has influence on the appearance of the labels solid background when the preference is ticked.
That's what I want to report.
Please White Tie, give this a try:
You can easily achieve this (without editing the Reaper.ini) by switching to the "regular" installed "Default_4.0 + width"-theme, set the tintstrength settings to 4 and just switch back to the Default6 Theme.
By tick/untick the preference "Draw labels over solid background for easier reading" you see no solid background ticked or unticked.
At least, I wanna say, it's not true, that all grayed-out preferences have no effect on the appearance of reaper.
In my opinion, a blend mode for this in the theme tweaker would be a good solution.
Another solution would be to say: No support for PreDefault5Themes anymore.
But I don't want to take the responsibility for that :-)
