Feature Request: Persistent FX window, pinned tracks

Hello,

Love Reaper so much and here aer two hopes for future development:
1.
Have an additional preference option for FX window behavior. Have a button in each floating FX window that toggles whether it stays open when a new track is selected or is hidden. This way I can keep diagnostic and reference plug-ins open but still benefit from the FX window display following track selection. This works great in other DAWs and really helps prevent clutter and busywork.
2.
In the edit window, allow tracks to be pinned to the top so that their display doesn't move and scale like other tracks. This will allow is to act as a reference track (chord/ clip name reference) or monitoring controls without having the mixer open. Microsoft Excel does this with header columns and they call it "Freeze Panes"
