Nope, but you could
1) put them into scripts-folder/userplugins and copy them using a __startup.lua-file to UserPlugins after import and Reaper got restarted.
2) Then delete the __startup.lua.
3) Then restart and then, you're done.

If you need to get the old __startup.lua again, after you've imported the configuration, you can find it in PreviousConfigFiles.
Just exchange step 2 with "overwrite __startup.lua by old PreviousConfigFiles/__startup.lua" and then you're done.

Maybe this should be a feature request? This should really be an option since more critical files are located there now (Reapack, Julian's API, etc.) Really shouldn't have to go digging and reinstall those in case of emergency.

You can make a backup of the entire resource folder. Also ReaPack has an import/export feature for installed packages, including js_ReaScriptAPI.

True. But none of it as convenient or safe as simply importing the reaper config and being done with it. Also when trying to sync with other users, some of whom may not be as advanced.

I think, I already requested it once, but it's some time ago.
