Default panning weirdness

When I pan left, the signal is sent to center, and when I pan right, I lose volume.

I've toggled between all the panning types, have no fx on and no sends. Neither of my speakers are the problem. I'm worried this could be a hardware problem with my interface or something but hoping it's something simple and obvious that I've overlooked. I'm updated to 5.70 and I thought that might fix it, but it remains the same.

So what interface is it?
Does windows audio appear to be in proper stereo and balanced?
Does a pre-recorded track in Reaper appear to be in stereo and balanced?
Does the metering reflect what you hear or does it show the panning you don't hear?

What hardware are you using? have you tried different audio outputs etc?
Is this happening on a particular track, all tracks, master bus? Have you tried a direct output from a different channel in the mixer.
Can you send some screenshots of your settings, maybe that'd help someone figure out what's going on.

Do you have the device output channel settings in reaper set to 1/1 instead of 1/2?

yeah, i think what Karbomusic has said - or check the first and last outputs in pref / audio device settings - it sounds like they might be set to the same output, perhaps?
