strange Playback / Recording problem

Hi,

I have

MackBook 2,9 GHz Intel Core i7, 8 Gt 1600 MHz:n DDR3
Reaper version 4.581
Soundcard Akai professional EIE Pro

My problem is that both, direct and recorded sound is chopping.
It is only playing/recording normally when i open some of the
drop menus: file, edit, view, insert, item at the same time.

but when i don't do that chopping and latency and playback problems
starts right away.
