Yep, click "Clear cache and rescan" will delete everything and start scanning them all.
Or, find the file named reaper-vstplugins.ini (or similar) in your Reaper resources folder (you can get to it form the [Options] menu. Make a back-up copy fiorst, then edit the file in a text editor - delete the offending line (it will probably be quite a lot shorted than the others).
But, the next time Reaper scans it, if problem is detected it will be "black-listed" again and not available in Reaper.
Which plug-ins are causing problems? Others may have the solution.
