problems moving and coping program changes

Hi,
I use program changes a lot and keep them visible in a lane in the midi editor so that i can see them and move them and copy/paste them around.

Problem is that very often i select one and when hold clicking and dragging nothing happens, i have to try again and then it works.

same think for alt dragging to copy, very often there's no movement on the first attempt and i have to try again.

It seems to be quite erratic, could you take a look at it?

I'm on the latest official release (always) and OSX Sierra.

This behaviour has always been like that as far as i remember in the last two years.
