Default Is there a "Band Shelf" EQ out there?

I want to theoretically boost a certain frequency by reducing the adjacent frequencies so I don't add noise into the mix.

Just lower your output by the same amount you´ve boosted the frequency.

I would guess ReaEQ: say you want to do 5 kHz. Make one low shelve at 5 kHz and one high shelve at 5 kHz and one band at 5 kHz. The gain for the both shelves should have the same negative value. Bandwidth for both shelves should be 0.
Maybe the trick from SoulOne82 is even better!

I think TDR Nova probably does too when EQ Gain is on, but doesn't show it on the graph

Melda EQ's, IIEQ pro, Acon Equalize and a few others have a "band shelf" filter which essentially looks like a flat top peak EQ.
