Put a compressor after the thing you boosted or turn down something else.
Same idea with make up gain like with the compressor with the eq if you need to re-balance the overall level after altering the high to low balance with the eq. (Or the whatever to whatever balance with the eq.)
Keep it simple.

That might be the compressor approach. Set the threshold for the loudest level you want to get through. That's what a compressor does.
Is this something for live performance?

I think you mean loudness, not volume?
There's really no reliable way other than doing it by ear.

For live performance, rehearse the scenario where you need to grab the eq and want the "make up volume". Figure out either using a compressor or automating some make up gain scenario.
In a studio mixing setting, if you can't trust your ears to guide you...
There are various automated features to make use of but you can't just autopilot mix elements. I think the quickest, simplest, and best results come from listening and responding.

There are plugins that supposedly make a pretty good job of this.

You need ABLM2:
https://www.tbproaudio.de/products/ablm
Automatic Loudness matching - just put an instance before and after your plugin and it'll automatically gain-match the output. Works like magic!
From the website:
"ABLM is a gain control which enables level matched and sample-accurate AB comparison of FX chains.
Most DAWs can easily enable/disable (AB) single plug-in or even whole FX chains, but in most cases, there is an audible loudness difference between both cases. In order to compare the impact of a plugin chain objectively, the loudness of the incoming signal should match with the loudness of the outgoing signal.
Comparing the plugin effect at equal loudness levels avoids the "louder is better" - pitfall."

It's accurate and looks pretty - but if there's a free option that does the exact same thing then certainly use the free option. I believe ABLM used to be free as well and started here in the Reaper community, but I could be wrong on that one...
These are the features:
Features:
- match pre and post-FX loudness.
- match pre-FX loudness with reference level.
- 3 loudness match modes: manual, auto and gain stage.
- FX chain drive.
- up to 256 sender/receiver pairs including auto channel set/link.
- automatic latency measurement/compensation.
- 6 measurement modes: RMS Sum, RMS Avg, EBU R128 SL, EBU R128 ML, VU, Max Peak.
- adjustable RMS measurement window.
- bypass AB_LM.
- delta monitoring (sender receiver difference signal).
- global activate/deactivate, match mode, ABFX, drive and delta monitoring.
- 4 snapshot slots.
- very CPU friendly.
- large and easy to use GUI.
- free GUI scaling.
