Default controling volume on tracks and master tracks

I'm still learning which plugins are for what purpose.

I have always been using a GAIN plugin from Blue Cat's Audio for volume control. for example, once I get all my tracks EQed the way I want, I use the GAIN to make sure the track never exceeds -18. BUT, I'm just wondering, should I actually be using a limiter on each instrument to do this instead?

And, should I be using a limiter on vocal tracks as well to conrol volume? OR, is a GAIN plugin more effective?

Try not to get too hung up on -18db...this is a gain staging recommendation and I think you may be confusing this with levels in the mix.

And no you shouldn't be using a limiter on every instrument just to make it -18. Just use clip gain if you want to work at -18.
But understand this is only a recommended level of the recordings for good gain staging into plugins..your faders will change the levels feeding into the mix.
