Default MIdiControl- Offset Value of controlled param changes on Reload

Reaper 6.49/win64 rev cce1b (Feb 20 2022)
Windows 10

MidiControl- Offset Value of controlled param changes on Reload

Create a Control Parameter assign to use Midi CC 20+52
Set up control of an FX Param ( ReaComp Threshold)
Assign to use ReaContorl Midi 20+52Set
Offset value to 0% and -100% Scale

Control Parameter value = 0 , Reaper threshold is +6db
Adjust Copmtrol Parameter and behavior is as expected.

Save Project
Load Project

Control track value remains at 0, as expected.
ReaComp threshold value has moved to >inf
Offset value has changed to 2000%

Expected behavior
Open Project and Offsett value remain at 0% and consequently, Reacomp Threshold remain at +6db.

I have tested with other plugins, similar unexpected behavior.

Have attached Projects with a save in working state and a Save after reloading and the Offest value changed. And an lcf

A work around is to use the ReaControlMIDI plugin on a separate track, to Control Plugin(s) on other tracks, the Offset then does not change on reload.
