Pardon me if this is a dumb question but if I have a portable install do I just install this over it in the same directory? This is my first new version since I switched to a portable.

Yes. I do that all the time as well. You COULD backup your configuration first of course. Just go to Preferences/General and export everything. That's your backup, which you can just drop in to Reaper whenever you wish to restore that particular configuration.
The PDF User Guide was updated as well.

Can he location for autosaves be a relative path? Ideally i'd like to have all the autosaves be in another folder within the project file. And is there a way to limit the number of autosaves so the?

You can timestamp your backups and save them to a specific directory, don't know if you can make it relative to the project directory. Check the project section in Preferences. Don't know if you can limit the number of saves, except that you can specify a time interval.

How do they get ALL this AND what was already there into a 7.2MB download? Then they almost give it away!
I wonder how the other companies in the industry react when they see a new REAPER release. I guess it's too late for them to go mean-and-lean and jump off the "bells and whistles" carousel.
A lot of users were expecting this to be V5, but no. We don't get screwed at every possible opportunity. The duration of my license has thus been extended, and for this I commend the Cockos business ethic. They should start a mobile/cell phone company, but don't get me started on that one.....please!!!
