Default Does gfx.setcursor() work if mouse is outside of script window?

I write media browser script and I want to set cursor if mouse is on arrange when I dragndrop sample from script window.

It seems gfx.setcursor() to work only if mouse is on script window. Is it true or not?

I've noticed gfx.setcursor changes the cursor and if you click and drag outside the gfx window, it maintains the cursor outside the gfx window until mouse up.
Now the problem is how to change the cursor after the first mouse_down in the gfx window. Because it also doesn't change until mouse up. I still don't know how gfx.setcursor works.

In my FR thread ReaScript: Allow scripts to change mouse cursor, I suggest that a possible workaround is to use a tooltip that follows the mouse cursor:
