Is there a way to double click a note to 'snap Quantize'?

I use the Quantize function with limited success. Either I Use Grid, and it lines up prtty close, or I u manual to get a more subtle quantizinz. THEN, I have to go back and do thing manually.

Is there anyway to use an Action to have double clicking on a note 'snap to grid'?

you can assign it in Options > Preferences > Mouse Modifiers

Set it as follows:
Context: MIDI note / double click
Modifier: Default action
Behavior: "Quantize notes position to grid" (you will select it from Action list - doubleclick in Behavior column to open available choices)
