Default Scroll is laggy on mac

Is it just me or the scrolling on mac is super laggy? Like in the preferences for example. On windows is super smooth. A friend of mine has also noticed this.

That is basically the OS' problem. Mouse scrolls on mac are very laggy and unpleasant, while touchbars and their scrolling is ultrasmooth and overall great. And vice versa, Windows' touchpads are total crap.

Perhaps there is anything that can be done about it, but I don't really know about it. Perhaps Google could help you.

Or you could get used to it, like most users do after a while.

I was just about to post an inquiry about flaky scrolling on OS X. I've never had a noticeable problem before, never thought it wasn't doing its thing. For about the past two weeks it's been making me crazy, on two MBPs, 2015 and 2009, with 10.11.6. Sort of disappears, reappears by zooming out sometimes. Sometimes I can hardly get it to work predictably at all. I've yet to really troubleshoot it, though, on a clean install with no plugins.

Wait a minute. Smooth scrolling depends on the Transport Bar (which I rarely utilize or think about) being out? Put away the Transport Bar and you can't scroll? Keep it out and it seems all my scrolling issues went back away.

Is this a new feature? Did I miss a memo?

I've had the same issues on mac - sluggish performance when the transport bar is away. Strange.

And sort of recent, right? Maybe within the past few months? I've never paid attention if the Transport bar was out or not, but I'm certain I've had it both out and not out randomly in the past and never had the scrolling problem before maybe a few months ago.

When the transport bar is present and visible/open, scrolling is workable. Close/get rid of the transport window and scrolling doesn't work. Don't know if this is happening on other Mac systems but this is how it is on mine.
