Default actions list different from what works

Hi,

I've not changed any default actions but 'close current project tab' ( cmd + F4 ) doesn't work as a keyboard short cut. fn + cmd + F4 does work however. Its the same with full screen ( cmd + F11 ) - adding fn makes this work.

Could anyone tell me why these actions are different from what actually works ? and if so how do i change them to what reaper actions already have them as please ( ? ). Ive read the manual but cant seem to find this.

I'm on lion 10.7.5
