Default 6.23 Portable Crashes After Startup

Reaper Portable
Works: 6.21
Crashes: 6.23 (i missed 6.22)
Edition Windows 10 Pro
Version 20H2
Installed on ‎25/‎10/‎2020
OS build 19042.804
Experience Windows Feature Experience Pack 120.2212.551.0

Reaper will open up and stay stable with no plugins.

When i insert a plugin or 2 (no specific ones) it crashes.

Open project Ignore default template i.e with no FX on master bus or Monitoring FX. No tracks inserted. Will stay open.

I have Mixer, Media Explorer, FXList docked on left
Mixer Master, Midi 2 (blank at moment), Project Notes, and a toolbar that filters the visible tracks by name (Jon Tidey/ReaperBlog tool) on the right.

Insert Track(Ctr+T)
Name the track
Arm and set the track input
Add ReaEQ
All fine
Then i click on ReaEq in the FXList and it crashes

So my best guess (along with seeing someone else had the issue on the release thread) is that this is an FXList issue

I can upload the .Wer file if required?

I have the LiceCap file but it's too big. I tried resizing it using a util but the file became all glitchy. I'll see what i can do to get it up here.

Not sure how you get a licecap of 64k...so i resized to 1 Meg and zipped it.
