You tell Reaper which one to use when you set up your OSC control surface in prefs / control/OSC/web. There's also a link there in the "pattern config" dropdown to open the directory where the text files live: C:\Users\USERNAME\AppData\Roaming\REAPER\OSC
Each control surface can use a different one and anytime you are looking for Reaper files, just use the action "show Reaper resource path in explorer." That's in the options menu by default. No need to search the whole hard drive and end up editing the wrong file. Although I admit I have no idea what the purpose of those other copies is...

This isn't for communication with a controller - it's for communicating with Reaper from a script via OSC. For that - the version in Plugin folder seems to be the correct one. But it is a little confusing having several copies of the same file in different locations.
