TrackFX_SetEnabled changes the value of GetLastTouchedFX to Bypass

Basically what the title says. If you use TrackFX_SetEnabled you are making the last touched FX the bypass of the effect. Expected behavior of GetLastTouchedFX is that it is based on user clicks and not API functions.
