Default MIDI file wrongly imported (wrong track name)

I'm having a midi file which I have exported from my in-progress application, and the imported track has the wrong name (as you can see in the screenshot).
Summary of the midi
- track named "Tempo" having only one "set tempo" event
- track named "Flauti" with a program change, and one note on & off event

But, the track created by reaper is named "Tempo". Is this a reaper bug or is the midi file I created is somehow wrong?
Musescore also seems unable to open this midi file, bitwig opens it correctly for what it's worth

The unexpected combination is: type 1 MIDI file with only one musical track containing a name for both the tempo track and the musical track. It would be more common in this situation not to name the tempo track because that name isn't offering any information to any decoding application.

If the file had no tempo track, or had no name for the tempo track, or contained more than one musical track, then I think it would import as expected.

It seems that reaper is being inconsistent actually.
First of all I also noticed I wasn't writing the "end of track" meta event (this is what was causing musescore to fail parsing it), so I have fixed that.

What I'm noticing now:
- exporting only one track without any tempo info
reaper imports one track named properly (Flauti)
- re-exporting from reaper: reaper creates one additional track having the name of the midi file & the tempo info. The 2nd track has the note events & the track name (Flauti)
- importing the reaper-exported file: the track is named after the midi file & not after the original midi track name (Flauti)

Shouldn't the imported track after re-export from reaper be named as the original track?
