Default I/O issue with Reaper and windows 8.1 Pro?

The issue I am having is during record or playback Reaper will stop recording or playback and not restart either function. The only "fix" I have been able to find is to reboot both Reaper and Windows, this usually corrects the issue. It does not seem to matter if I have been active in Reaper at the current time or have let Reaper sit idle while I work out music or mic placement etc. During record the meters don't register any input at the time of Reapers stoppage.
I am running Windows 8.1 Pro; interface: Tascam US-1200 .

What computer specs? Laptop or desktop? What CPU, ram, graphics, motherboard etc.

What ASIO buffer size?

Are you definitely using the ASIO drivers for the tascam?

And, why on earth would you still be using Windows 8.1 when you can still upgrade to windows 10 for free?

Do you have any other applications running at the same time that could be competing with reaper for control of the Tascam?
