Default Changing Audio Device quickly

On Windows 7, I have the Audio Device set to ASIO and it is working properly. I would like to continue using this device while working in REAPER. ASIO takes exclusive control of the audio output.

Being a nOOb, I would like to watch and hear videos in a browser window while trying it out in REAPER.

Is there a way to have REAPER release the audio device when the program no longer has focus or have a custom REAPER action tied to a toolbar item to toggle the Audio Device from ASIO to Dummy Audio? Or is there an easier way to do this?

There is an option in preferences to allow reaper to let go of the audio card when not focused. The only thing to be aware of is if you do this and the "other app" doesn't let go of the card quickly or willingly the Reaper might have problems getting it back when Reaper gets focus again.
