is reaper videos codec can read MP4 video files?

Short answer - yes. Try it.

If you have problems, install VLC Media Player. Reaper will use its codecs.

Or something.

Yes, it can. You should install VLC and ffmpeg in order to decode videos. Here is the instruction, but you should download last stable versions, not those, which are pointed out under the link: https://wiki.cockos.com/wiki/index.php/Video_Support
