Default MIDI send/receive not always possible!

I recorded on a track named "Chord" three MIDI-notes each with a different channel. When a try to record one of these to a track, using I/O send/receive, I dicovered that this is only possible with the receiving track located above the sending one i.e. "Chord".
I added two pictures whith two identical (duplicated) receiving tracks (NoteLow). Pict. Rec3 is OK (you can see the recorded MIDI on both tracks) Rec4 is not (only the track above the sending one has been recorded). The only difference between the two pictures is the location of the tracks. The routing in the I/O-windows looks OK.

Seems a bug to me?!

Make sure you don't create feedback loops (like track 1 sending to track 2 + track 2 sending to track 1).
